Thank Sandy for the detail work. After reviewing the worksheet, please allow me to bring up some clarifications here.
For your reference I have attached the linked STM fund raisng rules. Please refer to page 3, “What Not to Do”, item #4. Don’t refund contributions when a participant has raised more than the required goal. These funds were raised to support your STM program, not the individual participant.

The payments from individual team members were recorded as “Offering for Short-term Mission” (please refer to the income statements for Mission department). The surplus should be kept in the fund for next year’s short-term mission use. We should communicate with all the participants and have them understand, the trip and money they put in is not for them but for church for God’s kingdom as a whole. In the future we should even encourage participants offering more than what was budgeted each person should raised. If we talk about refund, how about the food selling? Should we refund them the over priced portion as well then? Offering is all go to God. Church is different from the outside business. Forgive me, if my words are too strong.

- 根據差傳部同工的回憶與分享，簡單地說，情況是這樣的：所謂短宣隊員所繳交的屬預估自籌款，而非奉獻款。同時，差傳部同工在多次的訓練或報告時間等場合中宣佈，所收的預估款項將根據實際支出，以多退少補的方式來作最後的結算。
- 因此，由於款項的性質不同，不應與法律相抵觸。至於若有人願意將所退款項作為給短宣的奉獻，那是他們個人的選擇。這樣的事沒有律法禁止。
- 根據聖經守約、信實及尊重其自由意志的原則，我們認為，應該選擇兌現起初的承諾。
- 此事已於8/5執事會上作了簡要的報告。
- 鑒於以上所述，若財務部同工無異議，請財務部同工根據差傳部的會議紀要退款。
- 若經過我們的解釋說明，財務部或各位執事還有任何地方覺得不妥，請不要介意，讓我們這些不配的同工得以更好的在謙卑中學習成長。
